i make benchmarks with sudoku-generator in C from http://magictour.free.fr/suexg.exe
and i get a lot of rating sudokus

rating: 9144 , .....18..839....6..6.....5.....6..8......7..2...58413.1...7......2..8...9.53....4
rating: 7181 , ......561.69......7...5..8....7.94....3......2....5.79..1.2....3...8..5..8......2
rating: 9622 , 3.4..8....1.....2......3.9..4.......9......45..2..7..613....6......6.2..7..14....

easy: smaller than 65 (6500 with your version)
hard: 65-130
even harder (in average) : 130-260
>260 : rare

maximum : 1700 (not as hard for many solvers as the rating suggests, though)

on the other hand many problems considered verey hard are only rated
between 100 and 200.

I guess, there will always be large differences in ratings

you can also try:
