Extract the cards ace,2,3,4,5,6 from 1 and a half packs of cards so you have a total of 36 cards ( 6 aces, 6 twos , 6 threes, 6 fours 6 fives 6 sixes ).
Shuffle and deal out in to six rows of six with numbers not showing as follows
* * * " " "
* * * " " "
* * * * * *
* * * * * *
* * * * * *
* * * * * *
Now take bottom left card and turn it over and replace any other card with it. Using this card, replace any unturned card that touches a turned card horizontal or vertically with the proviso that we are trying to get 6 rows and 6 columns and 6 blocks ultimately to only have the numbers 1 to 6 present. A block is represented by 6 " in above diagram. If you succeed the last card is to go in the bottom left hand position
I hope this description is clear. The idea can be extended to the classic 9 by 9 situation but I find the 6 by 6 easier to manage.
Perhaps a version of this could replace the Windows

EDIT: THIS ISSUE HAS BEEN RESOLVED VERY QUICKLY AND NO NAMES NEEDED CHANGING.
I was actually looking for sites I might be able to get beta testers for my next software release Sudoku Solitaire(US version) and Sudoku Patience(UK version) when I saw this link. We both use 6x6 grids although mine looks like.
Other than the 6x6 and the Sudoku Placement rules our versions have nothing else in common. I have a deck of pucks with the symbols written on them and the computer generates a legal solution then gives a puck (or more) in each enclosure. The pucks are like the card deck in solitaire with turn over 3 rules, or another 3 card rule I call rolling 3. You then add the pieces red/black normally at both ends of the straight in each enclosure. I have nothing like your inventive swapping rules which seem most suitable for real playing cards. But instead long chains of moves 1st, 2nd, 3rd, 4th which are always possible with pieces marked as unsure. Again mine is more like solitaire when you complete an enclosure or column or row (and set all pieces to sure) you get a held back puck and those pieces are pinned. Just like turning over the cards on the table in solitaire I think.
Unlike yours mine would not be possible without a computer. My first documented claim to the name is Wednesday 20th July 2005 when I recorded both names in the Handango software catalog. I did publish the picture on the web in a forum called PocketMatrix prior to your posting. If you have a prior claim or aren't happy that our solitaire spellings differ then we should get the naming issue sorted out before I release. _________________ The Stylus is mightier than the pen.
