Well, basically what you're asking for is how to code a sudoku. It isn't too hard to figure out if you just get started with it. Afaik Cocoa is just a GUI layer you can use to code for, so if you don't know about that, you're probably asking in the wrong place as it is a question for Mac programmers, not sudoku programmers.

Just to correct some misconception posted here:

1/ Cocoa is not mac only. GNUstep is a OpenStep (Cocoa like) implementation for Unix and Win32. See http://www.gnustep.org

2/ Cocoa is not GUI only. Cocoa is the objc developement framework. To simplify, the non-GUI stuff is called the FoundationKit, and the GUI stuff is called AppKit.

And, of course, this is a question for gnustep developpers. (but I think you would need to be much more specific to have any useful response...)
